Born in Camalig, Albay on June 6, 1972. Atty. Sallan was admitted to the bar in 1999 and brings extensive experience across civil and criminal litigation, corporate law, labor, and immigration. He previously served as Senior Executive Assistant/Legal Officer at the Office of the Commissioner-NAPOLCOM (1999), as Associate at Zamora Mendoza and Associates (2000), and at Carag Caballes Jamora & Somera Law Offices (2000–2004). He has been a Professor at Jose Rizal University, Mandaluyong City since 2007. He is a member of the Integrated Bar of the Philippines, Albay/Legazpi City Chapter (1999–present), and previously served as President of the Bicol University College of Arts & Sciences Student Council (1992–1993), Vice Most Exalted Lion (Vice-Chairman) of the Lex Leonum Fraternitas (1996–1997), President of the Rotary Club of San Juan (2010–2011), and Assistant Governor, District 3800 (2014–2015).
